OCI: dnf Command Returns "Failed loading plugin "osmsplugin": No module named 'librepo'"

SYMPTOMS
OSMS enabled instance fails to list the repositories and reports the following error message while running dnf(8) commands.
$ dnf repolist
Failed loading plugin "osmsplugin": No module named 'librepo'
No Repositories available.
The /var/log/oracle-cloud-agent/plugins/osms/agent.log reports the following error.
