Is it possible to trigger IDCS notifications when the user is imported through sychronization?

I have a Integrated application in OracleIdentityCloudService Domain that imports users from Fusion App HCM to IDCS.

When the user is imported, the Notifications are not being triggered. The notifications are being triggered only when I created a user manually. Is it possible to trigger these notifications when the user is imported through sychronization?
