Oracle VBS - Make Downloaded Excel file cell readonly/disable

I have a table which is based on SDP.
I have requirement where I have to download the table data in Excel .
In the download Excel file, I have to make some column disable/readonly so that user can not change those record.
Can we achieve this using export component if yes the how and if not then what is the workaround?

Note : Customer is not using VBCS Excel plugin. They want to achieve this using Visual Builder.
