epm automate command addUsersToGroup is not working to add users to groups in OCI IAM (IDCS)

Summary:

I am pretty sure the epm automate command "adduserstoGroup" was working to add users to IDCS groups before, but it is not working now. Does anyone know why it is not working for OCI IAM (IDCS groups)?
