Billing address problem. Oracle Cloud

Hello, I have a billing address problem. I try to upgrade my account from free tire to pay as you go, but I get the error: "Billing Address doesn't match information from your credit card provider. Please edit your payment method to edit your billing address. If you continue to encounter the error, please reach out to your issuing bank.". I added a new payment method successfully but the problem persists. I added all of this correctly using the button "Change Payment Method" then I used the button "Credit Card".
