Salesforce Integration App - Action Type: Upsert

Hello!
Is there any outage from the Oracle side that impacts SF Integration App specifically the action: UPSERT. The set up in the SF Integration App in Eloqua is to UPSERT the record in SF. As I observed in the error logs the system tries to perform the action CREATE.
