Unable to SSH to ubuntu EC2 instance.

Summary:

After restarting the EC2 instance from OCI console. I'm not able to access it through SSH and getting following error "Network error: Connection timed out". But I can see EC2 instance is running/active in OCI window and all the network configuration are looks fine. Can any one help me how to get this resolved?
